3rd Mobile Operator




The Government has embarked on a comprehensive reform of the telecommunications sector that aims at:
  • Fostering competition
  • Preserving the incumbent operator
  • Ensuring fair competition
  • Supervising tariffs and quality of service
  • Protecting consumer’s interest
This reform process includes: The regulatory framework to ensure fair competition between the private and public operators, the restructuring of TCI and Increasing private sector participation in the mobile market:
  • BOT for 2 to 6 million prepaid lines has been initiated 2004.
  • Award of GSM license (2nd Operator) has been initiated 2006.
  • TCI Privatization will be done in 2008 (Remaining part in Governmental sector will be just CRA, ITC, TIC and ISA. All other activities will leave for private sector till 2010.)
  • WiMAX Licenses will be awarded Q2 2008.
  • Award of 3G license (3rd Operator ) is under way and will be awarded 2008
Third Mobile license has the following specifications:
  • EDGE (2.75G) and UMTS
  • Backbone network must be rented from governmental Backbone Company
  • Valid for 15 years, can be extended for two 5 years periods
  • with 2 years exclusivity on 3G
  • With no technical restriction
  • License agreement, Qualification process and other terms and conditions will be mostly the same as 2nd operator.
  • Some local and foreign companies, organizations and operators declared their interest to attend the tender.
Tender organization is as follows:
  • Project Manager: Mr. Mahdioon , ITC CEO.
  • Millennium Finance Corporation is the consultant of Project manager.
  • Steering Committee: Dr.Soleimani , ICT Minister; Mr.Khosravi, Deputy minister and CRA president;
Dr.MohaamedPour, Deputy minister; Mr. Saboohi, CRA vice president; Mr. Mahdioon , Project Manager.
  • General aspects of 3rd license are approved by regulatory commission in March 2008.
  • Invitation issued in August 25 of 2008
  • Time to fill and submit documents is 1(Qualification)+1 (bid) months.
  • The final winner will be announced on December 10, 2008.
